Abstract

Open Government Data (OGD) is promoted globally to enhance transparency, participation, and public value, yet citizen engagement remains limited. Existing research often examines OGD adoption using generic technology acceptance models and rarely differentiates between citizens who have previously used OGD and those who have not. This study investigates determinants of citizens’ intention to (re)use OGD through a municipal survey (N = 621), explicitly distinguishing between users and non-users and examining how different use purposes moderate its use. The results show that hedonic motivation and social influence are the strongest predictors of use intention across both groups. However, important differences emerge; expected utility and data literacy significantly influence reuse among existing users, whereas awareness and transparency are more relevant for non-users. Furthermore, the use purposes transparency and participation exhibit targeted moderating effects on key adoption relationships. Overall, the model explains 42% of the variance in (re)use intention among users and 47% among non-users. By identifying differences in determinants between users and non-users and highlighting the role of civic use purposes, the study advances understanding of citizen engagement with OGD and provides insights for designing targeted digital government strategies for non-users and reusers that translate OGD availability into meaningful public use.
