Financial Literacy Frameworks: A Scoping Review and Critical Appraisal

Abstract

The growing interest in financial literacy and related concepts such as financial capability or financial competence has led to the need for a common understanding of what financial literacy education should entail and to coordinate activities in policy and practice accordingly. One tool for achieving such a coordination are financial literacy frameworks. In this chapter, we describe the rationale, methodology and results of a scoping review that we conducted to identify and analyse existing financial literacy frameworks. Our principal aim is to provide a structured overview and description of those frameworks by focusing on the following research questions: (1) How can existing financial literacy frameworks be characterised in terms of developers, publication year, type of publication and target groups? (2) What is the conceptual and, where indicated, theoretical basis of those frameworks and which methodologies were used to develop them? (3) Which components (e.g. content, goals) do they entail? As we also intend to reveal potential areas of improvement for existing financial literacy frameworks as well as avenues for further reflection and research, we undertook a critical appraisal of those frameworks by addressing the following an additional research question: (4) What are the strengths and weaknesses of those frameworks? Our findings will help practitioners to better understand which frameworks might be adequate to guide their design and assessment decisions, policy makers to better judge which kind of orientation can be expected from existing frameworks and where further development is needed, and, last, but not least, researchers generate new ideas for where additional investigations are indicated.
