Abstract

In the Federal Republic of Germany, redistribution of tax revenues within the framework of the “Finanzkraftausgleich” (formerly “Länderfinanzausgleich”) is a means of creating equalisation between federal states with high and low tax revenues. While this is justified by spatial planning paradigms or territorial solidarity, this type of mechanism can serve regionalist actors as a reason to fundamentally question the current federalist constitution of the FRG. Using the example of the separatist “Bayernpartei”, we show for the period from 1990 to 2018 how a political actor interweaves fiscal and financial arguments with other aspects to be able to push through greater regional autonomy.
