Abstract

Many rural areas do not have a suitable broadband supply. The scope of this thesis is to find out, how alternative project management structures could improve the sup-ply, or even realize a future-compliant NGA infrastructure. Therefore a qualitative analysis of best-practice cases has been carried out. With the findings a questionnaire has been developed to obtain data from at least 50 projects in rural areas. The question is, whether the existing project management structures are transferable to rural areas, which have until now been undersupplied, or not. The instruments which will be useful to minimize the project costs for making a broadband project feasible have to be investigated further. With regard to a more extensive survey, the questionnaire which was used will be discussed in a critical way to give suggestions for improvement. Ultimately it seems that the gap of profitability is not as large as generally expected. Many projects fail because of the exaggerated demands of profitability of private companies. In such a case it would be worthwhile, if the public sector participated in the project. Without desperately striving for profit and a fast amortization, even optical fiber networks are realizable in the local loop. Recent changes in the public subsidy law simplify the project participation of the public sector to a great extent. A clear le-gal framework and strict savings in the costs of civil engineering will make an acceptable broadband supply for the medium term in rural regions possible. In general this means the construction of a VDSL network. Other technologies are not common in sparsely populated areas. Future-compliant infrastructures like FTTx-Networks are extremely rare. They are only realizable, if the public sector interferes to a great extent. But only a few German communities actually have the necessary resources at their disposal for such a project.
