Data-Based Assessment of the Resilience of Municipal Road Infrastructure as a Component of Sustainable Asset Management

Abstract
During administrative modernization and its working environment, there is an increasing need to further develop the Pavement Management System (PMS) into an Asset Management (AM) system and also to organize the operating or delivery phase, which is the longest phase in the life cycle of an asset, with the help of BIM methodology. At present, there is no scientifically based method for estimating the future condition and development of the structural substance of the road structure or the useful life of the municipal road network in Germany. However, knowledge of the expected service life or the remaining service life of the individual asphalt layers in the superstructure is essential for a sustainable and economical maintenance strategy as well as the derivation and implementation of suitable maintenance construction measures. For this reason, a research project has been initiated. By linking a wide variety of data and its own measurements, the “DaRkSeit” project aims to develop software that for the first time maps the condition of roads in real time, taking structural aspects into account. This is essentially based on existing traffic observation data (8 + 1 classification of vehicles) and available weather and climate data as well as material data from existing roads. To achieve the project objectives, it is necessary to supplement the data in the road information system. This includes the specification of axle load data (classification in up to 60 vehicle types), the temperature condition in the road structure of asphalt roads and model parameters to describe the material behavior of the asphalts used. As a result, a prototype of a software-based real-time tool for calculating the progress of degradation and estimating the remaining service life of asphalt roads is to be developed.
