Abstract
The development of the Open Civic Platform is considered in the article. It includes a mobile application which is based on Android OS, a web application that is created using the Google Maps Javascript API and persistence data storage based on CouchDB. The platform provides a set of user-friendly tools to increase citizen's participation one the one side and to improve governance effectiveness on the other side.
