Abstract
The work entitled „regulatory measures for international roaming” begins with the creation of a basic understanding of roaming, the term explanation, and the variants of roaming and technical backgrounds. Afterwards the work clarifies the need for regulatory measures in roaming and creates an understanding of the methods of price cap. To understand the current debate on the proposed regulation, the development of the roaming regulation is considered. The focus of the work is the critically examine and evaluate of the proposal for a regulation in general and specifically for and related to roaming, as well as the critical analysis of the opinions of associations, governments and experts. The proposal brings the fragmented internal market for electronic communications the basic goals of uniformity and harmonization of frequency allocations and EU approvals, as well as the goal of the abolition of roaming charges and the setting of competition much closer. It will be important that telecommunications companies, in spite of reduction and the partial abolition of roaming charges, can economize enough to invest in its own mobile network and to create competition. End users will experience declining roaming prices, have more to deal with the roaming market and take any domestic price increases in purchase in return.
