Abstract

To implement comprehensive management of national land and environmental plans that considers carbon neutrality in local governments, it is crucial to integrate local government spatial environmental planning strategies into environmental plans, and coordinate with related sector plans. There is a need to connect and utilize spatial information, including national land and urban spatial plans, management technologies, and carbon spatial maps, for effective reenhouse gas reduction. Guidelines should be revised, linking carbon neutrality aspects in high/low-level local government plans, so as to ensure the comprehensive management of national land and environmental plans with a focus on carbon neutrality. Future research should focus on evaluating planning methodologies for carbon neutrality at the district (project) level, such as carbon-neutral spatial planning that leverages Nature-based Solutions (NbS) and comprehensive management linked to climate impact assessment, and on developing pertinent guidelines.
